Currently serving as the Director of the Institute of Knowledge Exchange (IKE), he oversees professional and executive training programs while fostering collaborative ties with industry and education partners. Dr Leung formulates policies on institute administration, resource management, and financial planning to ensure effective program delivery.
Prior to his role at IKE, Dr Leung held the position of Director of the School of Continuous and Professional Education (SCOPE) at the City University of Hong Kong (CityU). During his tenure, he successfully led SCOPE through a period of growth and expansion, further establishing its reputation as a leading provider of continuing education programs.
With over 20 years of experience, Dr Leung served as an Associate Professor of Marketing and as Director of the Executive MBA (EMBA) program at CityU. As the EMBA program director, he demonstrated exceptional leadership skills, mobilizing EMBA alumni to establish the CityU EMBA Association Charity Trust, which raised over HKD 20 million. This philanthropic effort resulted in the naming of six lecture theatres after the Trust. As a founding advisor of Gratia Christian College, he developed the first and only General Education (GE) curriculum with the theme of “Servant Leadership.”

In recognition of his expertise and leadership, Mr Oung was appointed as an Executive Council Member and Chairman of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) Sustainable Business Network (ESBN) Green Economy Task Force in November 2019. In this role, he has played a crucial role in driving the green economy agenda and advancing sustainable business practices throughout the region.
Amidst the challenges posed by the post-pandemic economic recovery, Mr Oung has focused on achieving the United Nations’ 17 Sustainable Development Goals by 2030 and striving for net-zero carbonization by 2050. In collaboration with Dr William Yu and Mr David Morris, Mr Oung proposed the Asia Pacific Green Deal – Green Paper in March 2021, which was accepted by the UNESCAP ESBN Executive Council.
The Green Paper outlines the Asia Pacific Green Deal Model, which serves as an economic stimulus and a sensible response to the current economic crisis. It emphasizes the importance of green jobs, green projects, energy security, sustainable infrastructure, and technological innovation. By aligning with the Belt and Road Initiatives and Greater Bay Area partners, Hong Kong can take the lead in implementing the model and driving sustainable development in the region.
One of the key action plans proposed in the Green Paper is the establishment of a centre dedicated to implementing the Asia Pacific Green Deal Model in Asia Pacific and ASEAN countries. This centre will serve as a hub for promoting sustainable practices, facilitating collaborations, and driving economic growth through green initiatives.

Mr Simon Ka Wo WONG

In 1999, Mr Wong founded the Greendotdot Group, specializing in health and organic food products. Mr Wong has been a driving force in promoting Hong Kong’s F&B culture. During the 2003 SARS outbreak, he organised the PunChoi Megafest, a culinary event that showcased local produce. The event attracted 10,000 citizens who gathered at Kai Tak Airport, setting a record for such an occasion. In 2009, Mr. Wong created the KamCha – Hong Kong Milk Tea Competition, an international event that celebrates this unique Hong Kong beverage. The competition has gained recognition from the government and the industry, further enhancing the reputation of Hong Kong’s F&B sector. In 2014, Mr Wong’s efforts led to the successful listing of Hong Kong Milk Tea as a Hong Kong Intangible Cultural Heritage, showcasing the city’s rich culinary heritage on the global stage.

Dr Kyle WONG

Dr Kyle Wong, PhD, CFA and FRM, is the Founder and CEO of GreatMeta Limited. GreatMeta aims to integrate the latest technology including AI, Blockchain and Metaverse into traditional professional services such as Human Resources, Accountancy and Legal. GreatMeta was accepted into the Cyberport Incubation program in 2022. GreatMeta has established key strategic alliances with IT companies in Vietnam to deliver their services to Hong Kong.
Dr Wong is also President of the Association of Blockchain Development, a non-profit organisation dedicated to the deployment of blockchain technology in various industries including legal, auditing and finance. Since 2016 he has been appointed as advisor to several blockchain and crypto projects. He joined ACH Worldwide in 2018 as a Project Director and was involved in private equity projects related to AI, blockchains, healthcare and the Internet of Things.
Dr Wong is the Founder and Chief Operating Officer of Artificial Intelligence Hong Kong Limited, which is dedicated to promote the application of AI in the financial industry. AI HK runs regular events to connect academics, industry, and the public. AI HK has run joint events with Bloomberg, UBS and BNP Paribas. Dr Wong has been invited by many banks and organisations including Bank of China, Credit Suisse, and Hang Sang Bank to speak on the impact of AI in the financial markets.
From 2010 to 2017 Dr Wong was the Chief Operating Officer of a hedge fund company in Hong Kong. The company had more than 200 Million USD assets under management. Since 2006 Dr Wong has been the Director of Financial Markets at Kaplan Financial, providing training and education to the financial industry in Asia.
Dr Wong received his M.S. and Ph.D. degrees in Applied Physics from Cornell University. He received his B.S. degree in Physics and Mathematics at the University of Wisconsin-Madison.
